Mold Remediation in Monte Rio and Villa Grande

Monte Rio is a small river town of cabins and raised homes on the lower Russian River near the coast, and when the river floods, the town is often cut off before the water reaches most houses.

  • Mold cleanup under and inside elevated homes after river floods
  • Musty, closed-up cabins and crawl spaces in the redwoods
  • Independent clearance testing before rebuilding or re-renting

North Bay Mold Remediation connects Monte Rio property owners with local mold remediation contractors for post-flood cleanup, mold under raised homes, and musty cabins along the lower river. Monte Rio floods from the same river as Guerneville, but the way water reaches homes here, and the way many homes have been rebuilt, changes what the mold work looks like.

Typical requests include mold after water damage or flooding, crawl space mold remediation, musty smell and hidden mold investigation, and mold inspection and testing before buying a river property.

How flooding reaches Monte Rio

River levels for Monte Rio are read off the Guerneville gauge upstream. The California Nevada River Forecast Center's impact list shows how the town is affected at each stage:

  • 32 feet (flood stage): Old Bohemian Highway floods in Monte Rio.
  • 33 feet: Willow and Alder Streets flood.
  • 37 feet: River Boulevard east of Monte Rio floods.
  • 39 feet: Highway 116 closes west of Duncans Mills.
  • 41.5 feet: Main intersections in Monte Rio flood and Monte Rio Elementary begins to flood.
  • 44 feet: The main business section of Monte Rio floods.

The roads go first, which is why Monte Rio is so often isolated. In the February 2019 flood, when the river crested at 45.38 feet, news reports described the town as cut off by water, with fire crews pulling residents from cars and homes overnight and the first story of a downtown hotel nearly underwater. Isolation has a mold cost: wet materials sit well past the EPA's 24 to 48 hour drying window.

Elevated homes and the space underneath

After the 1995 floods, which brought two presidential disaster declarations, Sonoma County set up a Flood Elevation Program that uses FEMA mitigation grants to raise flood-prone homes, and FEMA has named Forestville, Guerneville, and Monte Rio as target communities. Under the county program, homes are raised at least one foot above the base flood elevation, and a recorded deed restriction limits the area below to storage, a garage, or underfloor access. A FEMA study of 197 elevated Sonoma County structures found they took no damage in the five floods it analyzed after 1998.

That shifts where the mold shows up. In an elevated house, the living space may stay dry while the level below takes the river. What usually needs attention afterward:

  • Stored boxes, furniture, and cardboard below the house that soaked and were left in place
  • Any finished walls, drywall, or insulation in the lower enclosure, which should not be there under the deed restriction but sometimes are
  • The underside of the floor system, including subfloor, joists, and duct runs, which can stay damp long after the water recedes
  • Ductwork and water heaters in the flood space

Older homes that were never raised still flood the conventional way, with water inside the living space, and need the full tear-out and drying approach described on our mold after water damage or flooding page.

River cabins and year-round homes

Monte Rio began as a lumber town on the railroad and became a vacation spot, with trains carrying San Franciscans to summer cabins. Today most residents live there year-round, but the housing still reflects that history: in the 2020 census, 285 of Monte Rio's 811 housing units were vacant, a count that includes seasonal and vacation homes. Small cabins built for summer use, tucked under redwoods and set into the slopes above the river, were not built for winter living, and some sit on crawl spaces cut into wet hillsides. Shade and limited air movement slow drying after storms. That is a mechanism, not a mold statistic, but it is why a closed-up cabin often smells musty after a wet winter.

Pre-1980 cabins and houses may contain asbestos in joint compound, textured ceilings, or flooring. If tear-out is planned, testing may be needed first, and asbestos work needs a C-22 license or CSLB asbestos certification plus DOSH registration.

Rentals, sales, and testing

Monte Rio is unincorporated, so rental housing complaints go to Permit Sonoma's Code Enforcement section. Under Health and Safety Code 17920.3, as amended by SB 655, visible mold can make a rental substandard. Buyers should know that a termite (WDO) report excludes mold, so a separate inspection is worth considering on a river property. See rental mold inspection and remediation and home sale mold inspection.

California has no mold-specific license; any job of $1,000 or more needs a CSLB-licensed contractor, often a B General Building or C-61/D-64 license. Check licenses at cslb.ca.gov, and use an independent firm for clearance testing.

Frequently asked questions

At what river level does Monte Rio start flooding?

At 32 feet on the Guerneville gauge, flood stage, Old Bohemian Highway in Monte Rio floods. Willow and Alder Streets flood around 33 feet, main intersections around 41.5 feet, and the main business section around 44 feet, according to the river forecast center.

My house is elevated. Do I still need a mold check after a flood?

Often, yes. The living space may stay dry, but the area underneath can soak, along with anything stored there and the underside of the floor framing. Removing wet stored items and drying the floor system quickly keeps a small problem small.

Can I finish the space under my elevated home?

Under Sonoma County's Flood Elevation Program, a recorded deed restriction limits the area below base flood elevation to storage, a garage, or underfloor access. Finished walls down there tend to flood and grow mold, so check your deed and with Permit Sonoma before building anything.

Who handles a mold complaint in a Monte Rio rental?

Monte Rio is unincorporated, so housing code complaints go to Permit Sonoma's Code Enforcement section. Under state law, visible mold can make a rental substandard.
